No. You have to set permissions individually on each forum. I suggest either using one of the presets (roles) or by setting up one forum how you like and using the copy permissions feature.

My bet is that the PHP version is 5.3.6 or less? There's a few other reports of this problem, and I believe it is a PHP bug in very old versions.

The DB cleaner tool did the trick! Thanks for your help my board upgraded clean and is up and running... although......... I have one small issue in the ACP --> USers and groups tab pops an error It looks like PHP is looking for a file that does not exist..... You can remove the offending module(s)...

This makes me wonder what happens if I request the page index.php?REMOTE_ADDR=127.0.0.1 ? I think that super globals are merged last, meaning that the $_GET['REMOTE_ADDR'] is overridden by $_SERVER 's value. Sort of off-topic, but $_SERVER is never merged into $_REQUEST, so there would be no effect...

The search wordmatch index is rebuilt during the upgrade, as a fix to this bug:
