When you are creating a new forum, you can inherit the exact permissions from another forum, using the 'Copy permissions from:' entry. Not 100% what you are looking for, but it may make things easier.

If you use the 2020 to 2021 code changes file, you do not need to re-install your mods, updating will simply be like adding another mod.
