Your template is not working, if admin is using different template, login to admin and change the template. If not, try uploading the template or edit phpbb_config table and change value of default_style to different template from phpbb_themes table.

edit your config.php

Allowing users to send mail is default with all most all web servers. If your web host do not allow this, find a web host that allow this. Better remove it from your server after you have done with it (if you are not going to use it regularly). My forum once hacked, i made it secure, but hacker get in again through this as he have already found this and know the password to login.

May be your ISP firewall block outbound SMTP on port 25.

Have you tried disabling SMTP ? By doing this will make the phpBB forum use PHP mail function provided by your Web Host ?

In forum admin area, you can make forum read only for users and guests through Forum Admin > Permissions Disable login, you may need to remove login form from the template. Disable User signup, remove the signup link from overall_header.tpl and also set "Enable account activation" to Admin in Config...

phpBB only use one database per forum. May be you have two forum databases and have deleted the LIVE database.

You will not able to view login details in phpMyAdmin. If you have a hosting control panel, that may have option to change MySQL login details.
