bans are only kept in the database... not a file. you don't have to edit / delete / change ANY file. just get access to the database and you can fix the problem.

make sure you don't have forum pruning turned on (admin panel / general config)

otherwise try to resync the forum (admin panel / forum mgt) and see if they reappear.
