If your board anti-spam techniques weren’t working you would have hundreds of new unwanted members. Try speaking to your hosts level two support, you may get more help there.

Presumably anything outside of the /forum folder is out of the control of phpBB, try it.

If the files are 3.2.8 upload the /install folder to your board root, browse to it and select update database only. Don’t forget to delete the /install folder when you’ve done.
