As of this second it’s PHP Version 7.3.10. phpBB 3.2.8 doesn’t support PHP 7.3, you need to downgrade that to between 5.6 and 7.2.

Also the cookie path is ‘/phpBB3/ and it should be just ‘/‘ see Fixing incorrect cookie settings.

If you’re using the FTP method you have to download the modified files archive recommended, from phpBB, then upload them to the server, it isn’t automatic as such.

What were the code changes that were made?

If they’re minimal Knowledge Base - Updating 3.2.x is the recommended method.

Some web servers are case-sensitive, it's a good idea to get in the habit of naming all files and folders in lower case. I suggest you use “forum”.

Did you try deleting everything in the /cache folder except index.htm and .htaccess? You never mentioned browser issues, please fill out the Support Request Template and post it back here to enable us to assist you better.

As you are aware support for 3.0 & 3.1 ended a long time ago. You need to upgrade to the latest version to get support here. We can, of course, help you to upgrade ;)

As you mention cPanel I assume you installed using a host supplied one-cick installer? You should start again using the files from here using a proper FTP client. Host provided installers are known to cause such issues.

(There are many such instances reported here)

This is my opinion, if the people you intend making admins aren’t computer savvy they should not be made admins. Make them moderators but keep them away from the ACP.
