The databases isn't really that complex, use *nix (maybe with cpanel but hardly needed) and set up a script that sets up new users and new db's and then installs phpBB (will require root access).

It requires a knowledge of php and *nix but you should have them to consider a project of this size.

Yes but creating new directories also raises major flaws.

You allow ftp access so they can do changes themselves? Well if you do that stops them running a db_update.php file with the phpbb_root_path set as ../otherforum/ and dropping tables from another forum?

Why use FTP for the files? I don't get you. Just use one phpBB installation and then add an extra variable to it. The system I have seen just edits a few files and you have mfroum=user, this would be helpfull to iliminate security issues. Like not everyone on a host with houndreds of users will upda...
