It seems like you have installed a portal...did you install that yourself? If not it may be quite challenging to fix the error. Either way, you should fill out a support request template, and it couldn't hurt to look at what's on line 226 of common.php.

Yes, you have to download avatars, they are not included in phpBB. There are lots of avatar packs avaliable...somewhere.
