PhpBB has a free public license. The owner of that forum can do whatever he or she wants. I don't think there's anything in the legal documentation about what the forum may actually be used for in that sense.

That's not the default subsilver skin, so it's a little difficult to answer your question since you didn't fill out a support request template, but I would assume that's at the bottom of your forum, so you'd change the HTML in the overall_footer.tpl file

You can change it as an admin by going into your ACP and managing their account. To let a user change their own name through their profile, go into the ACP, and go to "configuration" on the left, then under "User and Forum Basic Settings" change the radio button for "Allow Username changes" from yes...

The correct place for mod discussion is in the thread for that mod, but if you don't have access to the files on the server then you won't have much luck installing the mod.

I didn't like this mod, and uninstalled it. The problem was that it made ALL images into links, regardless of whether they needed to be resized or not.

the files template\templatename\overall_header.tpl and overall_footer.tpl contain the top and bottom part of HTML of the tables of your forum. Just make sure to back up before editing!
