For support with RocketTheme boards, you really have to ask RocketTheme, since that is not considered to be a clean phpBB install.
In case you experience the same with a Vanilla board installed with our files we may be able to help you.

Does the logo show with the original size or is it resized?
How does it look when you brows directly to the image?

Most probably. Or the previous admin made some modification in the forum software to have some announcements appear in some forums. Just copy/paste the text of the announcement in your favorite text editor before deleting it. Then you will always be able to create that announcement in whatever forum...

Apparently the second block of your IP address is changing frequently. So, with your current internet provider you should set Session IP validation to None. Other users with the same internet provider may experience the same.

This topic has a script for ordering forums alphabetically. It may work for you. Make a database backup before running the script!

I see i made a mistake in my version of poll.php. I used your original code and forgot to change the assignment of the phpbb_root_path.
That line must be (as Brf wrote already):

You need to enter the forum ID's of the forums you want to include in the following line of code: // Poll Forum ID: separate by comma for multi-forums, eg. With 1919 it is ON.
With 1887 it is OFF.

Following query will turn it off for registered users, regardless whether it is ON or OFF:
