... so changes should be noticeable. But files could be cached from other places, like CloudFlare, server/hosting own cache system, or even your ISP. Cookies don't have anything to do with cache.

PHP 7.2 and 3.2.4

ISPmanager Lite 5.173 is used on my VPS. To open phpMyAdmin I choose in ISP Panel: "Tools" -> "Databases" -> DB name -> "Go".

... email use the setup in ... General > Email settings > SMTP settings ...? I don't use the phpBB3 local mail function (server) setup. I use my own ISP's settings (which his MX server accepts). If I use the phpBB3 local email function, it also doesn't work.

the problem with doint what is said above is you will still be trying to relay email addressed to the virginmedia server ( which I assume is your ISP ) to your hosting company servers which is what they do not like. This would indeed be a concern if he was pointing to one of One.com's SMTP servers, ...
