have you tried yoursite.com/forum/phpBB3/ ?

from what you posted I wonder if you uploaded the complete phpBB3 folder to your forum folder instead of uploading all of the contents of
phpBB3 to your forum folder.

I believe that your bbcode will only work if the fonts you use are actually installed on the reader's computer.
arial and sans serif are usually installed on a computer but others may or may not be available on the reader's system.

the point is that it is not just the posts table or the forum table. almost all of the tables in the database are involved.
you will need the forum tables, the topics tables, the posts tables, the user tables, the group tables and that is probably not all .

and, just FYI... all hosts will eventually update their versions of their server software. they have to or they will lose all their customers. some take longer than others but they all will do it. this includes php If you are having that many problems updating phpBB then you must be doing something ...

I believe that the admin group has a yes permission for that by default.

just curious... why not, I would think it would only take a few minutes to do this.

Over the years, I have wondered why small problems/errors like this are not fixed in the download.

yes and anonymous is the only user in the guest group so if you set it or the group then it will be the same.

I assume that the updated file has already been added to the downloads so that they will be correct for future downloaders.

if you can get into the admin panel, turn off gzip. you can't have it turned on if it is already on at the server level.
I believe that is what the error is telling you.

You have not yet described your problem that you need help with. I doubt that what you want is to stop everyone from posting. If that was what you want you can simply delete your board.

just create a blank text file and name it with a .css extension and you are done. put whatever css you want in it.
