The specified file it's not able to load was added in 3.2. It looks like you didn't upload all phpBB 3.2 files to your board's directory.

What webserver are you using? If you are using nginx you might need to modify your nginx configuration to support the installer and not redirect to the boards app.php. Take a look at the nginx sample config for 3.2:

Make sure you uploaded the complete vendor folder from the update package. The error is caused by a dependency that exists in the latest 3.2 vendor folder but not in 3.1's vendor folder.

There is unfortunately a typo in the ftp file updater which causes this timeout error to appear although there is no actual timeout. phpBB 3.2 requires PHP 5.4.0. Using PHP 5.6 is perfectly fine. :)

Looks like you're using a custom style that is not using the latest code to support the output of recaptcha 2.0. I can post my nginx config file when I'm back home tonight. For what it's worth, I think most of the issue stems from the fact that I just tested it with the forum being in C:\nginx\html\ while you have your forum in C:\nginx\html\forums\. I've tested this locally and I'm able to install phpBB 3.2.0 locally without issues when using nginx on windows. I'd recommend you enable the error_log at the top of your nginx config, e.g.: error_log logs/error.log; That should help with finding out if there is an underlying PHP error that results ...
