edit: There were no further changes after 3.1.11-RC1 so the 3.1.10 to 3.1.11-RC1 changes also apply when updating from 3.1.10 to 3.1.11.

There will definitely be a 3.1.11. Just need to get around to actually finishing the last 2 or 3 fixes we'd like to include and then prepare a RC1. ;)

Thanks for the reports. We're currently looking into why this is exactly happening. Ironically, most 503s seem to be thrown by our HTTP accelerator while our actual HTTP server reports 200s. We will keep you posted.

php.ini not being supported might be something your host changed. mysqli is a drop-in replacement for mysql so changing to it is not "pushing your luck" but the correct move when upgrading to PHP 7.0 and newer.

phpBB is using the bcrypt hashing algorithm with a default cost factor of 10 since the the release of phpBB 3.1.
phpBB 3.2 will also support increasing the cost factor by overriding the container parameter passwords.driver.bcrypt_cost (something that could for example be done by an extension).

prosilver does not have a basic.css with the background set to that value. More than likely it's added by an extension.

It sends you to a place where you can log in in the top right corner. Afterwards, you'll be able to see a big blue button saying "Create ticket" that'll allow you to create a ticket.
