Your understanding of what this means is wrong, yes. The concept of stable versions exists in a lot of versioning schemes, none of which require you to adhere to a "MUST" by the standards of semantic versioning.

What is the workaround for this? Updating to 3.1.12 as suggested above did not help either, it fails in the exact same way.
