Editing HTML

I am not sure where to post this, but what files do I modify to insert StatCounter code. I would like to have the StatCounter hit counter service I am using record visits to the board. What HTML file do I modify to do this. I would also like to insert the code for the banner exchange service I use to display banner ads in phpBB. What file or files do I modify to accomplish this? I have tried edting every HTML file I could find, and no dice.

Every html file? The only html files in phpBB2 are for documentation.
All HTML output comes from the tpl files in the template folders, which are interpreted by phpBB2 to produce the HTML.
The code at the top of every page comes from ./templates/your_template_name/overall_header.tpl
and at the bottom from ./templates/your_template_name/overall_footer.tpl
