Permissions issue [Support Templete used]

Template(s) used: Solaris
Any and all MODs: None
Do you use a port of phpBB: No
Version of phpBB: 2.0.6
Version of PHP: 4.3.3
Which database server and version: MySQL/ 3.23.49
Host: rumpus
Did someone install this for you/who: No.
Is this an upgrade/from what to what: No
Is this a conversion/from what to what: PHPNuke 6.5 (but this was awhile ago)
Have you searched for your problem: Yes. Although not completely. The server kept timing out on my request :(
If so, what terms did you try: Permission problems
State the nature of your problem: Can't assign individual permissions to uses. For example I can't make them a moderator
Do you have a test account for us: No
If so, please have it ready in case a Support Team Member asks for it.

* go to your ACP
* scroll down to the bottom, USER ADMIN
* click on MANAGEMENT
* enter the name of the member you wish to 'promote'
* scroll down to the bottom of that members page
* you will see Rank Title and a dropo down menu - assign them to Moderator status
* go back to USER ADMIN
* click on PERMISSIONS
* enter the member name again
* now you will see a screen with all of your fora down the left, and drop downs along the right - choose which fora you wish your new Moderator to 'Moderate', and hit SUBMIT

Not yet :P

There is no option for moderator status under rank title.

Also I get this error when I try to edit the Permissions bit;
Couldn't update private forum permissions
