In the Admin Panel, under User Admin, click Permissions, and enter the username.
Then click 'look up user'.
Select 'Is Moderator' for the forums which you want the user to be a moderator of.
Hit Submit.

A couple different ways, go to 'user permissions' in the acp and make them a moderator for the forum you want, or create a group that has moderator status on the forums you want and put them into it.

What functions do moderators have? Can they delete and ban members and that's it?

I think in the advanced controls you can specify all of this... I have never tried myself. I have all of my moderators PM me about if someone should. they prolly can...

They can edit posts, lock/open threads, post stickies, etc. in the forums you give them power in.

Moderators can not delete and ban members they basically cdan only move, delete, and edit and lock posts (Also edit and posts to locked topics)
