unable to access PHPBB after upload

I have uploaded PHPBB to my ISP. They are running their service on a w2k server. PHP and MYSQL should be enabled.
When i try to access (in IE6) "install.php" i get a Windows login window, asking for Username, login and domain. I have testet what i could find, ftp-login,, userogin etc. After a few tries i get this message in my browser:
"You are not authorized to view this page
You do not have permission to view this directory or page using the credentials you supplied. "
My ISP claim that it is not their problem, but i cant find anything like it in the support/community.

If you have the right directory (check), the try chmodding your install folder to 755. Your FTP program can do this.

btw it's /install/install.php not just install.php
