Can't upload avatar, returned error message...

Can't upload avatar, returned error message...

I choose the file i want to upload to use as avatar but when i clicked on the submit button, it gave me an error msg on the top of the forum

The Error:

make sure you chmodded whatever dir is set to accept the images correctly...

so CHMOD 777 to the folder "images/avatars"?

is it safe to do that?
