Make a gif, upload it to the same place as the others, go into the ACP>smilies bit and add a smilie (or make a whole pack of them - see the knowledge base for more info).
Ideally the best way to make a smilie is to download one you already have and keep to that size constraint so you know it'll fit with the others in the pack.
