CVS - Concurrent Version System

It allows developers to work on a project and not overwrite another developer's work.

CMS - Content Management System

This is a way for people to manage content on their site. You can post news to a main page and add other users so they can post news on your site.

area51.phpbb.com is the next version of phpBB. Well, area51.phpbb.com/phpBB is. :) The pages you see on area51.phpbb.com that are not in area51.phpbb.com/phpBB are just pages that have been written by the developers to house the information. If you are wanting a "website in a box" type thing, I recommend going for a CMS. :)

There is no single CMS... there are a lot.

Try looking around here for CMS's (ok, they're mostly portals) that integrate nicely with phpBB.

Mambo's a good CMS.
