I've debated answering this question for 24 hours, since it was first posted. I know how to do it, but this is exactly the kind of information a script-kiddie needs to cover their tracks in an attack. It serves no useful purpose to a normal PHPBB operator.

As such, I think I will say, "Take a look at the table, study SQL, and the answer will be obvious", rather than posting something that will be abused more than it will be used. Sorry!

As espicom says - theres no reason to do what you ask.
Fiddling with the tables manually outside phpBB will do more harm than good.

Why do forum operator need to clean up the IP list anyway?
It's not used in normal forum operation. It's just an FYI for moderators and admins to see in case someone posted something bad and needed to ban that someone.
Cleaning up the IP is not making any sense, because then the next post will put another IP back in, and after a while then the IP will be full again.

So, if you need to start in a new way ('fresh'?), then just remove all users, or better yet, create and use a new database for your forum.
