Disable Registration

Hello everybody!

I have phpBB version 2.0.8. I wonder if it is possible to disable registration of new members, and even disable posting without disableing the board. Because my boards are not quite ready, but I want them to be visible to everybody so people can see how they look, and browse the categories, and do nothing else until I consider that they are ready for use. Is like I want the whole board to be read only, is that possible?

I mean I understand that it's about the database, but I don't know where exactly that would be.
I have the following files:

phpbb_config.frm
phpbb_config.MYD
phpbb_config.MYI

Where exactly should I enter those lines, in what file, and where in the file?
