Changing rules on registration page

Changing rules on registration page

How do I get into the file that can let me edit the regulations page? I want to add to it and such, which file must I edit?

Have I done something wrong to this code because even though I have changed the age the age is not changing from 13 to 18 on the registration page. ( http://kellysplace-forums.com )

I did 3 times once with cute ftp and twice with the windows ftp client in IE. Is it showing up that way for you too? ok I'm really confused the term page has this at the bottom:
By clicking Register below you agree to be bound by these conditions.
YOU MUST BE 13 TO REGISTER


But I can't find that in the code
