upgrading ONLY changed files

upgrading ONLY changed files

so then when upgrading ONLY the changed files, would it be safe to assume i will JUST be replacing those changed ones and the board should remain unchanged?

Unless you have any MODs in those files, yes.

Yes, but be sure not to overwrite config.php. And run install/update_to_latest.php to update the database after you have uploaded the changed files.
