How do I put my domain name at the top and the small description under it?

And

How do I create a new Subject/Topic (whatever you call them)?

by reading the manual. sorry for trolling but seriously. how did you even post this topic if you don't understand how to do it lol.

Can I interest you in a copy of the PHPBB User's Guide, with its sections:
Forum Admin
General Admin
Group Admin
Styles Admin
User Admin

"General Admin" covers what you're asking about.
