Quotes not working for some users

Hi Everyone!

I have a rather odd problem...

The Quote functionality is not working correctly for some of the users.

What happens is that instead of the normal quote, we can see the BB code used. Something like this:

Hello Michael!

Welcome to the forum.

Have fun!

What could be the problem?

Which version of phpBB are you running. This was a bug introduced in .20 but fixed in .21
