Same host? Different host? Forums in the same domain root? different? If you point the config.php file either at the old database, or export the old database and import it into the new one and point config.php at that one, (depending on the answers to those questions), you're all set.

Am I understanding you correctly that you want to create a new forum and only move the users to this new forum? Or you would like to move the post too?
When I suggest that you should alter your files, BACKUP them BEFORE.

OK.

In phpMyAdmin on your old site, backup the following tables (Check ‘Add DROP TABLE’):

phbbb_groups
phbbb_users
phbbb_user_group

Now go to your new site and run the backup as a SQL on the new database. Remember that your old Admin will be restored with the old password.

that is why he asked you twice , exactly what you wanted to do.

if you want to move the posts, then you also have to move the forums, categories, etc, etc.

just backup your complete database and restore it over your new one.

then you will have your members, posts, forums, etc, etc.

anything that the old MODs put in the database will not hurt anything to just leave alone.
