phpBB installation: Writing to config.php - read only?

I was just wondering how phpBB manages to get around file write permissions in shared hosts when writing DB information to config.php.

I see there is a @umask(0111); in there, but in my own code that never seems to work. Could someone enlighten me how this circumvents write restrictions when safe_mode is enabled (for example)?

config.php has to CHMOD'd to 666 before the install and then reset to 644 afterwords. that is the only time that
it written to.

using any control-panel install/update is like shooting yourself in the foot. It won't kill you, but you're really going to hobble around until it heals.
Using the wrong tools (Front Page, DreamWeaver) gives the same results
