I want to know if I can use the phpBB logo (the default for subsilver) on my website, such as my home page. Can I do this?

I don't see why not.
There are also availables logos to download via the downloads section.

Anything within the phpBB zip (tar/bz2) file is released under the GPL. You can do whatever you like with this, as long as it doesn't break that license. This includes reusing the logo on other parts of your website :)
