phpBB 3.0.13-PL1 Patch Level Release

Greetings all,

We are making phpBB 3.0.13-PL1 available to address three bugs that were introduced in phpBB 3.0.13 and brought to our attention after its publication. As a result of one of these bugs certain server configurations display an error message on all pages. To address the problems for affected users as quickly as possible we are packaging these fixes into an immediate patch level (PL) release.

There are no security related changes in this release. The following issues are addressed in 3.0.13-PL1:
