No, it is a phpBB2 mod still in developement, yet it looks like it may have actually been abandonned by the original author, (judging from the posts I have read). :o

Please tell what to write in this field? What values?

Default ID:
If you want a Default User_id credited for new non-referred registrations, then please enter it. Enter 0 for no referral credit.

As a general rule, the first admin, the user that ran the install for phpBB2 is assigned id #2, pretty much pick the username of the user you would like to have the refferal credit, hover your mouse over the name, you will see something like (./http://your_domain_name/profile.php?mode=viewprofile&u=8) the number after the u= is the id # all you need to enter is the number, in this case 8, or enter 0 (that is a zero, not capital O), also rember this is only for those that click the "Register" link, those that have been reffered, will have the proper referer ID in the link.
Suggestion : If using in conjunction with the points/cash mod, I would set this at 0, this way no user gets an unfair amount of referrals. ;)
