Resolved.
The final output always uses utf-8, the setting you mention only concern the original char-set to convert.

For topics only it's easy, you'd only need to replace :

in mx_sitemaps/includes/ggs_functions.php, and select the mixed mode in ACP for url rewriting.
For forum urls, it's a bit more complicated, since you'd need to change more things.
