You should already have a MCP. At the bottom of each viewforum page where the user is a moderator there'll be a bunch of lines ending with "You can moderate this forum" which is a link to the MCP.

I think he means this which is a cut down version of the Admin CP allowing moderators extra functions such as ban.

Yes it will work as I have it on my site that is 2.0.23

The version shown simply indicates what the version was when the mod was last updated. If there was no need to update it for any reason then it stays the same.

The asterix character is shorthand for "everything", so "*.php" means every file with a .php extension. Similarly "*.*" means any file with any extension.

So you should copy all the .php files in the root/modcp/*.php to <your_forum_directory>/modcp/ directory on your server then copy the root/templates/subSilver/modcp/ directory to the <your_forum_directory>/templates/subSilver/modcp/ directory.

did you make all the changes to the language files ?
also the other files.
missing text can be the language files or sometimes the php file that defines it.

did you check to see if the text is there but hidden because of the font color?

Sorry, but mods downloaded from other sites are not supported here. You will have to seek support from where you got the mod from.
