Limit amount of new topics a user can make in a forum

Does anyone have a link to a mod that only allows each user to make ONE topic in a specified forum / forums, OR better yet one that allows an admin to set the limit of new topics that each user can make in a particular forum.

I'm almost positive that such a mod exists (only one topic per user, as a sort of blogging mod) but I haven't been able to find it.

Any assistance would be greatly appreciated!
