Only change header and css file

Is there a way or a mod already written to only change the overall_header and/or css of a template, but still keep all the other content within the template intact?

You dont need a "Mod" for that. Just change the css or overall_header however you like.

Go into the Styles Admin Create and create some new themes for your template.

I need to use the same set of tpl files, and have the overallheader selectable by users. Is this possible?

That will make a new "theme" -- colors and fonts and stuff -- for an existing template set.
