can a normal user paste a smilie into a post?

can a normal user paste a smilie into a post?

I know the administrator (me) can add lots of smilies to the ones already available on the board. But is there a way to enable things so that users can add smilies to their own posts by pasting them into the posts (the way anyone can do for a typical email message when writing an email with outlook)? PHPBB doesn't seem to allow that -- any tweak that would enable it?

The easy solution, for minimal use, would be just the IMG command.

[img]http://image_url[/img] is the format.

Rigth, except that most smilie sites don't have separate urls for each smilie. For example, see http://www.hostboard.com/ubb/smilies/smilies.html . When you go to sites like that, you can usually drag or copy and paste those smilies onto email posts, but you can't do that onto a phpbb post, it seems.
