Do the phpBB templates (in 2.0.8) support the use of if statements? Smarty does, that's why I ask.

Not in the standard 2.0.x

I believe that the Extreme Styles MOD (in one version or both) does add this support.

Conditional statements will also be supported in 2.2.x when it is released.

Right now, you have to use switches and set up your if statements in the PHP files.
Eschew obfuscation.

No, but parts of it are based on (or even have code from) Smarty, modified to integrate with phpBB's own block system.
