phpBB and GPL

Hello,

I would like to know something about phpBB and GPL.
Someone downloaded phpBB and made some changes, added new features. So according to the GPL, he must share his modifications with everyone.

What can I do if he refuses and I really want these modification?

This person made his own mods, they are not available anywhere. :(

So it is really sad she does not share because she uses phpBB so she should understant that "share" is the key word in the open source software.

Therefore, what can I do if I really want changes she made?

What kind of mods are they?
Some people here might be able to make some which do the same thing ;)

GPL doesn't force anyone to share or distribute their MODs, it just sets out the conditions when someone does distribute their MODs.

He doesn't have to share, the GPL only takes affect if he decides to share.
