Of course it's out, you can download it from CVS anytime you want to. That's not news. :-)

Since Olympus is not even at "beta" yet, it's neither...

Why get something "pirated", if there's an official (free, open-scource) download?

Because most people I'm sad to say are idiots and will believe that it is the FINAL release of phpBB 3. Then they'll encounter bugs and will abandon phpBB. It's all a part of the FUD put out by some less than trustworthy users from other board software.

I am a torrent user myself, but I hardly go to Pirate Bay. Seeing that doesn't suprise me.. not to mention that CVS releases are always around, so people can download them at their own risk... *sigh* When will people learn...
No longer supporting phpBB. PM or email me regarding support and you will be ignored. I'm fully done with phpBB and everything.

I'm a little confused about phpBB 3

How can you go from 2.0.21 to 3 so fast. I would figure that 3 is a couple of years away.

V3 has been a couple of years in the making... It was originally going to be v2.2, but the changes were too radical to stay as "just" a "step" above 2.0.

The 2.0 line are called matience releases. They are released to keep 2.0 secure while 3.0 is being developed.
