I don't recall ever even coming across a phpBBXS forum (except the time when Geocator linked to the main site one time).

Is the name supposed to mean phpBB Excess? Like way too many mods or something?

I'm not sure how to quantify "way too many MODs." If a MOD makes life easier on a site, why not have it? If the features are worthwhile, what is wrong with having a lot?

Anyway, I'm interested in whether or not there is anyone with experience with it.

Excessive amounts of MODs can cause any number of problems. While the phpBB software itself is evaluated for security and bugs by the phpBB Group, it takes trusting a great variety of coders that various MODs are secure and bug free or even play nice with each other.

Plus, using a pre-modified board means you don't get support here. And it's much more rewarding to MOD your board yourself if you are going to MOD. :)

I was only describing the weird name, XS as in Excess. I don't know whether it actually has too many mods or not. Just wondering what does it have an "excess" of to use the name phpBBXS.

Well, is 161 MODs considered "in excess"? :) That's how many their Hacks List contains, anyway.
