Scrollbar Color in FF, Netscape, Opera

Scrollbar Color in FF, Netscape, Opera
Is it possible to make the scrollbar a color in Netscape, Opera, Firefox, etc? I know how to do it in IE using CSS, but it doesn't show up in the other browsers.

in firefox it is not possible
I dont know about netscape
and in Opera it is a configuration option.
Depending on the doctype of the style and if the option is checked in Opera it will display the colors and styling is the same way as with opera.
Since the styling(css) options are not valid css standard(non IE) browsers do not support them by default.
