Once promoted to moderator, they would simply have to wait until they have enough days membership to post links. If a member of your forum has been a member for 30 days, and only made 19 posts, this mod will stop them posting links or domain references.
You don't have to set the bar so high in my (and I think John T.Folden's?) experience.
