Which means you can't limit distribution, so all "you can" and "you can't" in your first post are irrelevant.

Please read this:

Also animated GIFs are not allowed in avatars or signatures.
I will remove the animated gif.
Regarding the "guidelines" that is all they are. "Guidelines". Not set in stone "rules"

For example, if I am a user I like the style I want to download
first constriction i need to register
second constriction I have to make 10 posts
If this is not constriction, I do not know how you intend to constriction.
But I am no one, I do not care style
I just said to make people think.
The 10 post is actually suppose to go for our Free IPB and XenForo themes. Not this theme. Will be fixed. However registration is remaining intact.
Regarding the GPL2,

Actually yes I can.
Split Licensing. GPL Elements in the code (the code phpbb wrote) will be GPL, and the stuff we make (css, html and images) will be under our license. This is allowed, and legal.
You can't change license, but split licensing (so, protecting your work against the GPL licensed code) is fine
You can't 'change' a license from GPL to your own license, but you can use split licensing to protect your own assets
