and the horizontal menu is missing along with the banners

Go to ACP >> Load Settings >> Recompile Stale Style Components >> Yes ---then Submit... go back to your index and refresh.

For some reason the menu is requiring that be turned on, this is the 3rd style I have put that menu in and the 1st style it has required that feature to be turned on, I will do some investigating to find a way that doesn't have to be turned on.

That answer is in my post above... go to your administrators control panel (the link is in the list of links you posted above, you have to be logged in as an administrator though) ---look on the left column and fine load settings ---look on the page that comes up and find 'recompile stale style components' ---Select Yes and submit.
