Somewhere I think the suggestion has been misinterpreted.
The OP doesn't appear to suggest increasing the number of notifications sent, rather when one is sent, it includes the relevant post content.
It's probably perfectly OK to only notify an end-user of the first unread post (including its contents), then not send any further notifications until they've logged in and caught up.
The point is that if the post-content is already in the notification, the user will have no incentive to visit the board to read the post, and therefore will not receive any notifications for future replies. They might then think they have not received any other replies and never visit the board again. Not everyone understands that they will only receive one notification until they visit.

Then the compromise would be... a snippet? Giving the first 200 characters of a post only and ending it with "read more at:". That's a step I would agree with, because most of the times the post wouldn't be there in full (unless it's a rather dull board to begin with). Think of search results displaying posts: by default they also only display 300 characters.

Exactly. Admins should have the choice in their ACP to send notification only or a snippet and also the length of the snippet. I've found notifications with a bit of real content are less likely to be sent to junk mail.
