When our forum has been in place for some time, and sometime we need to add a new field in the user's profile. We can do it but we have no way to force users to fill this field. Especially when it is a required field, we want the user to read the information, fill in the fields and click 'send'. Sometimes, we even want the user to update the entire profile.
There is currently no such option in phpbb. This can be solved by extension to new fields, but the 'enforce update profile' function should be built into the core, like the 'force activation again' feature is.
The user receives a message after logging in - please update the profile - and at this moment he must fill in the required fields if he still wants to use the forum.
This simple method would be useful even now for collecting consents within GDPR. In the future, there may be more legally required elements, or something that each forum owner will come up with for their own needs.

I don't know about other EU countries, but in my country, fields that has no point from the start can't be forced to anyone. If you run a shop and share some client cards, you can't force a customer to fill in all contact fields (e-mail, home address, postal code, phone number and so on), because you don't need all that data. Thanks to that new regulation, one as a potential client can refuse to fill some of those fields, if s/he feels like it.

PS. It doesn't smell as core future & forcing new fields to be filled by members may lead to bye-bye.

It seems that you have completely misunderstood the sense of this functionality. Pity. Sure it's my English.
Next example...
It happens that someone logs in to my forum but does not look at the UCP. Sends me an email from a different address than the one assigned to the account, and I do not know who it is. He's answering - I forgot to change my email address, I do not have that anymore.
My answer - Ok, please change it in UCP.
GDPR requires the administrator to have up-to-date data. Periodically admin can enforce update profile data. But this is next example only. The uses can be more.
Google and others send me emails - is it you? If yes, please confirm. Please give us your phone number in order to regain access to the account if you forget password in future.
This is only example. Please don't write, the example is bad. I don't know now what functionality I would to have in the future.

why not simply leave it all alone and wait until you actually have a problem. I would be willing to bet that unless your site is a government or business related site you are probably not even required to worry about all this stuff you are worrying about. Even if you are, what are the chances that the GDPR police will come knocking on your door? even if they do, what are the chances that they will arrest you or fine you instead of just letting you know there is a problem and you need to address it?

you worry way too much about something that may be repealed before the general public can even begin to understand what it is all about.
you could spend your time better by creating more content for your board or playing with your children or your wife or something productive.

I'm not saying that idea is bad, i just said that you can't enforce extra data to be filled if one doesn't think it's relevant. You can ask to update profile if something there needs an attention (as you mentioned, no valid mail address or account linking to help with verification) or if there is a new field that may interest someone.
As David mentioned, something like can be done and it would take some time, because can't see it as core future, but maybe someone will take this idea and make an extension.
