What I would like is an option when in the ACP under “Inactive Users”, where the small drop down with option such “Delete, Activate, etc” are is a choice that is “Add to Banned Email List’.

Would really help with creating blacklists.

It's worth noting that the bigger that list gets the slower your registration page will become as it checks against more and more emails. Also if it's for spambots, they rarely use the same one twice. It's better to ban whole domains like *@mail.ru
