Copy attributes permissions from:
When created, the forum will have the same attributes permissions as the one you selected. If no forum is selected, attributes will not be displayed while their permissions will not have been defined.
Force users to apply an attribute to their topic:
If enabled, users will have to select an attribute for their topic in that forum.

You must select an attribute!
It works for me. Just tested inside my forum. Be sure:

Is empty and no standart attribute is selected. YOr you maybe decide every topic inside the forum is getting this special added by itself. I have posted as admin, not sure if users need permissions to be changed.
