Auto groups is a good idea, but the problem I had with it with 3.0 is that admin and moderators were being moved out of admin to other groups based on there posting. Is it possible to have it so we can set auto groups and some members to be locked in groups?

Yep. That's not going to be a problem in this version.

Just wondering if it would be possible for say the various use of certain ext's gets added to the autogroups rank tiers?

I use the RH Topic Tags, Topic Solved, phpBB 3.1 Post Love

and would love to add these into the structure or an advanced option for admins who want to expand on the autogroup feature on their forums?
i.e
If user A uses tags 5 times they rank up
if user B gets x amount of topic solved clicks they rank up
same for post love

Also another feature that I would like to see is the ability to give a more advanced criteria

for example
Group A needs to have been registered for x amount of time
Group B needs to have been registered for x amount of time with x posts
Group C needs to have been warned x amount of times with x posts and x registered

If that is possible?

Auto Groups Ext is extendable, you can get some docs at the Extending Auto Groups Wiki Page.

no I am not a dev, I am asking if that sort of thing is in the pipeline, i.e to auto detect extentions and to add the ability to use them in the group structure

I guess this is right contrariwise - another ext is supposed to detect if the Auto Groups ext is installed and to add its own custom AG condition type class if it is.

That depends on whether or not that extension stores that kind of data for users. And then it would be up to the author of that extension to integrate auto groups functionality into their extension.

That sort of specificity isn't possible and quite frankly, won't be possible with the configuration settings interface
